This is a preset torque wrench ETR4-200 from E-Value (Fujiwara Sangyo).
It's an ideal set for car tire changes (tightening wheel nuts, etc.).

Used only a few times, with no noticeable scratches or dirt, it is in overall clean condition.
Each time it was stored, the scale was returned to the minimum setting and stored in the case to reduce stress on the internal spring. (It has been handled with care to maintain accuracy.)
